Can one UFC-3 control two amps at once?

It can. Connect one compatible Quilter amp into each RJ-45 jack of the UFC-3 and you're set. Just note that the footswitch controls the same effect on both amps simultaneously — press Reverb, and both amps' reverb toggles at once.
